I don't get it. When you start involving swat and helicopters and tear gas and such, as an operation it starts getting really expensive. High level brass makes these decisions and I doubt they would put their asses on the line by brutally breaking up a party with thousands of witnesses and cameras if they weren't legally allowed to. I am not siding with cops, but it seems to me the party throwers may have screwed up.
